I have a situation whereby a website is disconnected, I cannot restore a backup nor can I download it, also didn’t create a backup via dropbox, but would the backups folder have a restorable file by any chance?

Welcome to the MainWP community.
You didn’t specify which backup add-on you’re using, but in any case, the backups would not be stored on the MainWP Dashboard.
They might be stored on the Child site, so you may be able to access the files using FTP or a file manager.
I would suggest reaching out to your hosting support or the developers of the backup plugin you’re using.
