Starting from WordPress 5.4 the fullscreen mode for the editor will be enabled by default.

It either might be in WordPress 5.4 or it gets pushed back to WordPress 5.5 release.

The plugin option for WordPress 5.4 to change the default back to making full screen editing using the block editor opt-in.
