Bulk key manger not updating child site data

I have just installed the bulk Settings manger and trying to bulk update the settings for WP activity log,
I have created the keys and they look to have got the settings required
After saving the key ring I get the message that the key options are applied
Log into the site and settings are not applied

Bulk manager history it shows the entry
If I click on ellipsis and review changes I get following:

If I click on review perpetrators I get

It looks like the perpetrator is changing proxy to on, Dashboard off, but this is not changed on the child site.

Can you please post the community system report from your MainWP Dashboard for review? The report is located in your Dashboard under Info → Server, on the top right of the page.
